HONGKONG. 17th December, 1914.

In continuation of my secret despatch of the 4th

December, I have the honour to transmit the enclosed paraphrases

and translations of cypher and code telegraphic correspondence

exchanged with you on the subject of the war.

With reference to paragraph 3 of my secret despatch

of the 19th November, I have the honour to report that this Govern- 5203214

ment has decided to defray the cost of shipping the guns and armament to South Africa, which including insurance amounted to $453.94. The arrangement for the despatch of the shipment per the S.S."Nellore" which I reported by telegraph on the 20th November

was carried out.

In my telegram of the 12th instant I furnished you with particulars regarding two vessels only, the S.S."Frisia" which has been condemned, and the S.S."Rajaburi" which was ordered to be detained. Of the other prize ships the S.S. Faklat" is unlikely to be condemned, and the adjudication of the S.S."Rio Pasig has not yet been held. I addressed you on the 15th December with reference to the case of the S.S."Poklat" the hearing of which has been adjourned. The 8.S."Hanametal" has been released by order

of the Court.

I am glad to be able to report that there is a very alight revival in trade, but the chaotic condition of the
